Its first meeting was held on 10 March 1909 in the Lord Mayor's Room with the Lord Mayor convening. The object of the Conference was to "minimise as much as possible the inconvenience to vehicular traffic, pedestrians and business people generally caused by the indiscriminate opening up of City streets and footways, particularly in the business section of the City, by the various public supply authorities". This was achieved by the various authorities notifying each other of any intended streets openings.
The Conference had no statutory authority. The members consisted of the Postmaster-General's Department, the NSW Government Railways Chief Electrical Engineer, the Department of Road Transport and Tramways, the Department of Main Roads, the Metropolitan Water Sewerage and Drainage Board, the Australian Gas Light Company, the North Shore Gas Company, the Local Government Association of NSW, and the City Council's Electricity Department and City Engineer's Department. The Town Clerk acted as Secretary to the Conference.
In 1925, the Conference was reconstituted on an officer level, and from that time until 1992 the Town Clerk of Sydney was Chairman. The General Manager of Sydney City Council Katie Lahey has been Chairman.
This series contains the original minutes signed by the Chairman. The minutes of meetings from 1957 to 1985 are not in Council's custody. John Evernden of the Urban Services Division, who coordinates Council's role in the Conference, holds minutes from 1986.
