Sydney Streets Opening Conference
Unique IDAG-0138DescriptionThe Sydney Streets Openings Conference was set up at the instigation of Lord Mayor Allen Taylor. Its first meeting was held on 10 March 1909 in the Lord Mayor's Room with the Lord Mayor convening. The object of the Conference was to "minimise as much as possible the inconvenience to vehicular traffic, pedestrians and business people generally caused by the indiscriminate opening up of City streets and footways, particularly in the business section of the City, by the various public supply authorities". This was to be achieved by the various authorities notifying each other of any intended streets openings. These works would be discussed at each meeting.
The Conference had no statutory authority. The first membership was drawn from the Postmaster-General's Department, the NSW Government Railways Chief Electrical Engineer, the Department of Road Transport and Tramways, the Department of Main Roads, the Metropolitan Water Sewerage and Drainage Board, the Australian Gas Light Company, the North Shore Gas Company, the Local Government Association of NSW, and the City Council's Electricity Department and City Engineer's Department. The Town Clerk acted as Secretary to the Conference.
Despite the role of the Town Clerk / General Manager, the key administrative linkage has been to the City Engineer's department (under whatever title).
In 1925, the Conference was reconstituted on an officer level, and from that time until 1992 the Town Clerk of Sydney was Chairman. From 1993-1995, the General Manager was Chairman.
In 1995 the Streets Opening Conference was reconstituted to cover the whole of New South Wales. The Secretariat became the responsibility of the Institute of Municipal Engineering Australia (NSW Division) with the City Council reverting to the role of an ordinary member. The date 31 December 1995 has been adopted by the Archives as marking the termination of the Council's control responsibility.CreationMinute by the Lord Mayor 1909AbolitionReconstitution to cover the whole of NSW and transfer of Secretariat to Institute of Municipal Engineering Australia (NSW Division), 1995
