These Committees were set up in each state following a recommendation from the Commonwealth Department of Defence.

The committees were empowered to "inspect the military hospitals and convalescent homes; to report on matters connected with their business management, and to inquire into any complaints that may arise in connection with the treatment of patients. The Committee will also advise on matters relative to the reception in each state of wounded soldiers from overseas, their transport and distribution".

The Committee for NSW was based in the Town Hall in Sydney. The Lord Mayor was Chairman, and the Town Clerk acted as Honorary Secretary. Other Committee members included J H Catts (MHR), Joseph Cook, George Parkes (President of the Chamber of Commerce), Senator E D Miller, R R Richards (former Lord Mayor), and T S Crawford (MLA).

The main function of the Committee was to report into the Administration of military hospitals during the Great War (World War 1) and forward their reports to the Ministry of Defence. These reports are also pasted into the minute book.

The major investigation centred on the No 4 Military Hospital at Randwick, but it was also responsible for the Garrison Hospital in Victoria Barracks; the Australian Auxiliary Hospital, Broughton Hall, Leichhardt; the Australian Auxiliary Hospital, George's Heights; VD Milsons Island; and Camp Clearing in Liverpool.

The series contains correspondence received and sent by the Committee; reports on the Committee's inspections of the Randwick Base Hospital, the Auxiliary Hospital at George's Heights, and the Garrison Hospital at Victoria Barracks; and minutes of the Committee's meetings.

The Committee reported directly to the Minister for Defence. The business of the Committee seems to have wound up in 1918 at the end of the War.
