The fund was set up in response to the illness and subsequent death of ex-Alderman Kevin Costello, for the provision of financial assistance to his family. Its inaugural meeting was held on 10 May, 1966. At this meeting the Lord Mayor was elected President of the Fund, Alderman Con Wallace Honorary Secretary and the Lord Mayor's Secretary Honorary Treasurer.

The correspondence includes letters to and from the Lord Mayor regarding donations to the Fund, and a letter from the widow of Kevin Costello thanking the Lord Mayor's Secretary for his assistance. The minutes mention those who had donated and the amounts given.

It is not clear when the Fund was dissolved. The last meeting recorded in the minutes was on 31 May, 1966, but there is correspondence regarding the Fund up to 17 October 1966. As this last piece of correspondence deals with the deposit of a large sum of money into the bank account in the Fund's name, it would appear that this was the final result of the appeal.
