The Committee was set up to enquire into the capacity of men employed as masons and pavers, and the general administration of the City Surveyor's Department. The Committee also touched upon problems experienced with woodblocks supplied by the firm of Allan Taylor & Co, and pea gravel supplied by the son of Alderman Evan Jones.

The Committee ultimately found that the work of the masons was of a high quality.
