The reports are signed by the Mayor. In addition there are reports from various other Committees (mentioned below) throughout the volume.

The payments are for a wide variety of goods and services, including: rent of Council Chambers; labour and materials; salaries of various Council officers (the Council Clerk, the Librarian, and the Inspector); the Sydney Morning Herald; interest on loans; cesspits; cleaning gutters; laying asphalt; printing; photographs of the Aldermen; and cleaning the Town Hall (Mrs Mary Jane Graham).

The reports also include regulations for fixing the scale of charges for letting the new Waterloo Town Hall (page 128).

There is also a report of the Building Committee (page 123) relating to the finishing of the new Town Hall; several reports of the Committee of Works; and a report from the Special Committee appointed to divide the Borough into wards (pages 113-115).
