The Martin Place project was part of a city wide urban upgrade program and was carried out in accordance with the Martin Place Masterplan adopted in 1995. The aim of the Masterplan was to "remove intrusive elements that clutter Martin Place" and "open up the central axis to allow a view from one end of Martin Place to the other".

The Masterplan recommended removal of the Halftix booth, relocation of the Dobell Memorial Sculpture by Bert Flugelman, replacement of existing paving with granite paving, installation of new street furniture and Smartpoles, replacement of the old kiosks with new Council standard kiosks, replacement of some of the existing trees, and relocation of the Amphitheatre. (The Amphitheatre was not relocated in the end but it was renovated).

Dilapidation surveys were carried out to note and record any apparent defects in the buildings prior to work commencing on the construction site. These surveys include colour photographs taken to provide a basis of discussion should it be alleged that construction caused damage to buildings.

Work commenced in October 1998 and was completed in April 2000. Martin Place was divided into precincts: Precinct 1 from George to Pitt Streets; Precinct 2 between Pitt and Castlereagh Streets; Precincts 3 and 4: between Castlereagh and Elizabeth Streets; Precinct 5 between Phillip and Macquarie Streets. The cost of the project was $12 million.

Part of the Project included the installation of a water sculpture by Anne Graham called "Passage", at the Macquarie St end of Martin Place.
