A member on Council Committees: Health and By-Laws (1919-1924 and 1936); Electric Lighting (1919-1920); Finance (1921, 1927, and 1937-1945); Electricity Supply (1922-1924 and 1927); Electricity (1935, and 1937-1942); Works (1935-1936); City Planning and Improvements (1936-1944); Markets Special Committee (1942-1943). Stokes was Lord Mayor 1925-1926. He was elected MLA for Goulburn, 1925-1927 and was Minister for Agriculture in 1927. He died on 6 April 1945. He was a member of the Australian Labor Party.
