He was a hotelier and racecourse and newspaper owner. Smith was Lord Mayor in 1918. Prior to his election to the Council, Smith was the manager of the Grand Central Coffee Palace Hotel and owned Hotel Astra, Bondi, and the Carlton in the city. In 1901, he was made a Justice of the Peace. He was credited for establishing the first electric-light plant in the Blue Mountains and purchased the Imperial Hotel, Mount Victoria, the Carrington Hotel and two theatres at Katoomba. Smith developed the swamp area of Glebe into a racecourse which became Harold Park in 1925. As a sportsman, he is remembered for his financial support to football matches between the Wallaby team and the Kangaroos. Proceeds of these matches went to the Royal South Sydney Hospital, Smith's favourite charitable institution which he founded in 1910.
