He was a solicitor. Meagher was the first Labor Lord Mayor of Sydney, 1916-1917. A member on Council Committees: Electric Lighting (1902, 1905-1906, 1909-1915 and 1918-1920 and its Vice-Chairman in 1911 and 1913); Parliamentary and By-Laws (1903); Health and By-Laws (1902, 1904-1905, 1907-1912 and 1919-1921); Staff and Labour (1902-1903); Finance (1902-1903, 1903-1912 and 1914-1915); Works (1902, 1904-1912 and 1919-1921); Fruit and Vegetable Markets (1907); Electricity Supply (1921); and Special Committees: Street Signs (1908); Queen Victoria Market Building (1910-1911). He was the City member on the Board of Water Supply and Sewerage, 1906-1910.
