He was a politician and building contractor. He was a member of the Finance Committee, 1903-1906; the Parliamentary and By-Laws Committee and the Staff and Labour Committee in 1903; the Electric Lighting Committee, 1903-1906; the Health and By-Laws Committee, 1904-1906; the Works Committee, 1905-1906; and the Parks and Recreations Committee in 1903. Henley was an Alderman for Drummoyne 1898-1934, four times Mayor and instrumental in the amalgamation of Five Dock and Drummoyne municipalities. He was elected MLA for Burwood, 1906-1920; for Ryde, 1920-1927; and again for Burwood, 1927-1935. He was also the Secretary for Public Works and Minister for Railways and Housing in 1921, and the Minister for State Industrial Enterprises, 1922. Henley was made a C.B.E. and K.B.E. in 1920.
