Norton was a newspaperman. He was the chief reporter on the Evening News and became the Editor of the Newcastle Morning Herald and later joined Truth, a weekly journal of sport, crime and controversial issues. Norton became Editor and part-owner of Truth in 1891. He expanded its circulation in Queensland, Victoria and Western Australia while South Australia and Tasmanian editions were printed in Victoria. He was a member of the Fish Market Inquiry in 1905; the Finance Committee, 1899-1900; and the Works Committee, 1899-1900. Norton was elected a MLA for Sydney-Fitzroy, 1898; for Northumberland, 1899-1904; for Surry Hills, 1904-1906; and for Darling Harbour, 1907-1910.
