He was a judge. Stephen was Deputy Lord Mayor in 1912. A member of Council Committees: Finance (1901-1904, 1907-1915 and 1933 when he became the Vice-Chairman); Electric Lighting (1905-1920 and its Vice- Chairman from 1914-1916); Health (1901-1904); Health and By-Laws (1901-1903); Health and Recreations (1903); Parliamentary and By-Laws (1901-1903); Works Committee (1905); Queen Victoria Market Buildings Special Committee, (1910-1911); Electricity Supply (1921 and 1923-1927). He died on 28 April 1939. He was a member of the Civic Reform Association.
