He was a pottery manufacturer. Fowler was Mayor in 1880. He was an alderman of Cook Municipality in 1869 and its Mayor in 1870. He was instrumental in the amalgamation of the Municipalities of Cook and Camperdown and became the Mayor of the new Camperdown borough in 1870-1871. In 1886, he was a member of the Royal Commission on Intoxicating Drink. He was elected member of the Legislative Assembly for Sydney-Phillip, 1894-1895 and appointed MLC, 1895-1906. Fowler was a Commissioner for New South Wales at the Melbourne Exhibition of 1881 and the Amsterdam Exhibition 1882. He was active in various welfare groups such as the Sydney Hospital and the Benevolent Asylum, was a Governor of the Royal Prince Alfred Hospital for two decades.
