He was a compositor, journalist and barrister. He was a member of the Health Committee, 1901-1902 and its Vice-Chairman in 1901; the Health and Recreations Committee, 1903-1904; the Parliamentary and By-Laws Committee in 1901; the By-Laws Committee in 1902; and the Works Committee in 1903. He was elected MLA for East Sydney, 1891-1894, and appointed MLA from 1915 until his death on 4 July 1922. Other positions held in the government include: Vice-President of the Executive Council, 1915-1919; Minister of Public Health, 1916-1919; Minister for Local Government, 1916-1920; Solicitor-General and Minister of Justice, 1919-1920, and Assistant Minister of Public Instruction, 1916. Before his election to the Council, he worked on the Evening News and was active in trade union politics and a member of the Socialist League.
