He was a free trader. Harris was Mayor in 1898-1900 and supported the unitary plan for a 'Greater Sydney'. He was elected MLA for Sydney-Denison, 1894-1901. Harris was a Director of the Sydney Hospital in 1896 and its President in 1912-1917. He was also the Vice-President of the Royal Agricultural Society of New South Wales and President of the Wentworth Park Trust and of the Australasian Pioneers' Club in 1912. Harris was knighted in 1899. He was born on 18 September 1841 and died on 8 June 1917. ADB.
