He became a magistrate in 1875. A member of Council Committees: Electric Lighting (1897-1898 and 1903-1908); Disposal of Refuse (1897-1898); Works (1899, 1902, 1905 and 1908-1911); Garbage Disposal (1901); Finance (1903 and 1905-1909); Parliamentary and By-Laws (1903); Health and By-Laws (1905-1910); and the Street Signs Special Committee (1906). Harris was Mayor in 1881-1883 and 1888-1889. He donated his mayoral honorarium to the University of Sydney for a scholarship in anatomy and physiology. He was elected a Member of the Legislative Assembly for West Sydney, 1877-1880 and for South Sydney, 1882-1895.
