A member of Council Committees: Markets (1891); Street Traffic (1891), Specifications and Tenders (1891); Electricity Lighting (1895); Fishmarkets Inquiry (1895); Disposal of Refuse (1895-1898); Works 1899-1900 and the Garbage Disposal Committee, 1899-1900. Chapman was Mayor in 1871-1872. He was elected MLA for the Glebe, 1883-1885 and 1889-1891.
