He was a publican. Roberts was Mayor in 1879 and became a Justice of the Peace and a Metropolitan Transit Commissioner. He was elected a member of the Legislative Assembly for the Hastings and Manning, 1882-1890 and the Legislative Council, 1890 to 1925 when he died. He was the Postmaster-General in 1887-1889 and chaired the Anticolonial Postal Conference held in Sydney in 1887. Roberts was the Vice-President of the Sydney International Exhibition 1879; and Director of the Sydney Hospital and the Industrial Blind Institution of Sydney. He was created CMG in 1882. Other posts he held were as Commissioner for the Amsterdam Exhibition, 1883; the Calcutta Exhibition, 1883-1884; the Colonial and Indian Exhibition in London in 1886 and the Centennial International Exhibition in Melbourne in 1888.
