Lambert was a shearer and union leader. He was active in the Australian Workers' Union and became Secretary of the Central Branch in 1915. He was the State President of the Labor Party in 1917-1921. Lambert was Lord Mayor in 1921. He was a member of the Finance Committee, 1919-1920 and its Vice-Chairman in 1919; the Works Committee, 1919-1920; the Health and By-Laws Committee, 1922-1924; and the Electricity Supply Committee, 1922-1924. He was elected MHR for West Sydney, 1921-1925. He was born on 24 March 1881 and died on 6 September 1928.
