He was Lord Mayor in 1912. Clarke was a member of the Finance Committee, 1905-1913 and its vice-chairman in 1908 and 1911; the Health and By Laws Committee, 1905-1907; the Electric Lighting Committee, 1907-1915 and the Queen Victoria Building Special Committee in 1910. Prior to his stint in the Council, Clarke was an alderman, in 1888, of the Municipality of St. Leonards, now North Sydney, and later became its Mayor. He was the first Honorary Secretary of the North Sydney Hospital, and one of the founders of the Institute of Incorporated Accountants and its president for twelve years. He was the founder of the Waverley Bowling Club. He also served as secretary to the NSW Chamber of Manufacturers for fifteen years. He was born on 13 November 1853 and died on 11 March 1925.
