[Note: Read 10/11/51] Attached document: 18/10/51 - Colonial Secretary's office stating the Governor-General presented the Executive Council with the City's letter of August 23 which stated the City declined to take charge of certain lanes and backways unless these were declared as public streets. As with the Governor-General & Executive Council decision re the Town of Geelong, the lanes alluded to are intended only as convenient access to the houses built there and should not be laid out or recognized as public streets; and stating the refusal of proclamation does not absolve the City Corporation from any present legal responsibility for them.
