He claims he is charged for 20 rooms on a 7 room cottage as the previous tenant kept horses requiring additional water. However, the current tenant is a dairyman who, he claims, keeps his cows elsewhere. J. Allum reports that he found 8 cows and a horse in the yard. Rate can only be altered by appeal.
