Henry Graham, Health Officer, reports on the lack of effective sewerage treatment in Phillip St. He encloses a letter from "A Phillip Street Rate Payer" who draws attention to the fact that while all householders had been issued with notices to connect to the main sewer when it was laid in the street three years ago, not all have complied. Dr. Graham recommends that the Sewer Act be strictly enforced.
