There is some dispute as to whether responsibility for the work lies with the Council or the Government. The Government is contributing towards the cost. The City Engineer refuses to sign the completion certificate because it is possible that a falling wall, which in turn led to a falling in of the roadway and footpath, was damaged by the Contractors.
