He claims the accident was the result of poor precautions taken by Council workmen. A report to the City Surveyor claims that the precautions taken were sufficient to protect the public as the hoarding in the street was erected to prevent the public being hurt should a damaged sign on the top of the Coran & Co Building fall. Lamps provided sufficient illumination. City Solicitor opines that if the officer can prove that the hoarding was sufficiently illuminated then Council should resist any claim for compensation.
