I inform you the system adopted by the TC in making lists of persons qualified to vote for election of Aldermen is not in accord with the Act. Many citizens who are tenants, and are assessed, are deprived of their voting power as not paid into Treasury prior to 30 June. The larger portion pay rent, including rates, to the agent or landlord prior to 30 June. When name appears as assessed should certianly be allowed to vote, as those collected by house to house visitation. The latter was provided as a safeguard for those who might have been inadvertantly left off, but were entitled to be enrolled on the Citizens Rolls. Notes: SB: Mr Daniels to seek City Sol opinion.
