Luscombe, Government Inspector of Scaffolding with a proposal to change licenses issued to contractors for erecting hoardings and enclosures for buildings under construction to make it safer by changing where uprights may be placed. Current hoardings are a public danger as they can be easily demolished by a dray backing in to them. Reports (11/01/1891 and 25/01/1891) from Inspector of Hoarding endorsed by City Surveyor attached recommending no change as disturbing the kerbstone is undesirable and the particular hoarding being complained about, 103-109 LIverpool St and 10-12 Forbes St, is constructed on the same principles as hoarding elsewhere which is strong and sufficient for the purpose.
