(Note: Letter from the Secretary of Govt. Railways. I have gone carefully into the matter and from calculations upon measurements the proportion of total area of roadway occupied by Ocean Street Cable tramway is about one third (1/3) the whole area. The total cost of watering within the City is £10.16.9 per week or £563/11/- per annum, one third of which is £187/17/- and if the Government undertake to pay this sum per annum I think it would be fair, and for any extra watering special charges must be made.
