Council had appointed two previous sub-committees on 9 June 1891 and 15 October 1895 to deal with disposal of refuse, but the records of these sub-committees do not appear to have survived.
The first meeting of the Garbage Disposal Committee was on 10 January 1899. For the first two years it concerned itself mostly with the disposal of garbage, designs for garbage receptacles, and the tipping of night soil. Later it became concerned with related issues such as the employment of rat-catchers, plague prevention, the appointment of sanitary inspectors, and the establishment of a laboratory.
