Arch., Dip. TP (Lond), MCP (MIT), ARAIA, MTPI, FAPI, had a long involvement with the Sydney City Council as a consultant from the early 1960s to 1979.
In May 1970 Council selected Clarke's company, Urban Systems Corporation, to formulate a strategic plan to guide the immediate and long term development of the City. The City of Sydney Strategic Plan was released in 1971. Action Plans were then developed to implement the policies and actions embodied in the 1971 Strategic Plan. Urban Systems Corporation was involved in Action Plan No 2 (Low Cost Streetscapes), No 3 (Wynyard Pedestrian Network), No 4 (Parking Stations), No 8 (Kings Cross), No 23 (Detailed Residential Development Code), No 11 (Surry Hills). They were also involved in the Strategic Plan Reviews for 1974 and 1976.
Clarke was also involved in the preparation of Action Plans 14, 24, 26, 27, and 30.
