The start date of the series was 10/08/1970, which is the date Clarke's company signed a contract with Council to prepare the 1971 City of Sydney Strategic Plan, although the content predates the series.

Clarke was Managing Director of Urban Systems Corporation Pty Ltd, which provided consultancy services to numerous Council projects, including the City of Sydney Strategic Plan 1971 and various Action Plans.

The records in this series include Clarke's correspondence with Council, the State Planning Authority, various other State and Commonwealth bodies, and non-governmental organisations; responses and feedback on Strategic Plan documents; working papers; drafts; notes and minutes of meetings; estimates; calculations; tables; graphs and a wide range of background information related to research, planning and design work carried out by Clarke and the company.

There are also newspaper clippings on property development, office space, housing, rates and taxes, public transport, traffic flows, open spaces, community services and Council elections. Printed materials include copies of the action plans and review reports. There are also photographs, art works, artists' impressions of proposed projects and other materials.

The files include material on early efforts to restore the Queen Victoria Building, leasing of the Capitol Theatre, and investigations into the responsibilities of Council Departments.

Most of Clarke's papers are held in the Architectural Library of the University of NSW.
