This function is subject to further research. Two areas of functional responsibility have been tentatively identified: military hospitals and wartime patriotic activities 1915-1918; and emergency air raid precautions and patriotic activities 1942-1945.
The minutes of the Water Committee from 1847 mention that men were being paid for assisting at fires. By 1851 the Council had resolved to establish a fire brigade of 12 men employed on the corporation works (CRS19/1).
The City Council's respondses to natural disasters and wartime emergency through fundraising and other welfare activities overlap with this function but are considered to be mainly related to CF 7, Charitable Aid.CreationSubject to research.
