Issue of licences to businesses engaged in skin penetration activities including: tattooing, ear-piercing, and (more recently) other body piercing. Inspections to ensure that hygiene regulations are being followed.
On 6 June 1966 the Minutes of the Health and Recreations Committee recorded a recommendation from the City Health Officer that Council be empowered to control and regulate tattooing establishments. He stated that "two tattooing establishments were known to be located within the City. One of these establishments operates under primitive conditions and the other has a number of features which should be improved in the public interest." On 26 September 1966 the Town Clerk stated that this would be done by the making of a regulation under the Public Health Act, 1902-1961. (CRS 13/26)CreationSubject to research
