The agenda papers are prepared by CA 106, Legal and Secretariat Services, 1993+ and composed of papers distributed to members of the Committee prior to each meeting. The cover of the agenda papers includes name of the Committee, the date and time of the meeting. The table of contents of the subjects to be discussed in the scheduled meeting is found immediately after the cover. Usually, two copies of the agenda papers are received by the Archives but in some cases, only one set is received, and in some occasions, no copies are received by archives at all. Some agenda papers which are treated as confidential are not sent to the archives for permanent safekeeping.

This series is not a record of the discussions of each Committee meeting but a record of the subject and correspondence discussed. The result of the discussions of the Committee are found in CRS 7, Minutes of Council, 1842+

The Committee was assigned to deal with all matters pertaining to: a) community services; b) recreation services; c) assistance to community groups; d) libraries; e) city retailing; f) small business; g) precinct and community consultation; h) tourism; I) health inspections; j) recycling; k) environmental management; l) operational and promotional issues relating to restaurants and hotels; and m) liquor licensing.

The agenda papers of its sub-committee, the Retail Management Committee with two Councillors as chair and deputy chair, respectively, and representatives of City Retailers as members are also found in this series.

The Committee and its sub-committee serve only as advisory to Council and have no independent role, except where specific authorities are delegated to them by Council.
