The provision of formal reports of Council activity to other parties, as required by law or as the result of Council's own decisions. It includes annual reports by the Toiwn Clerk and departmental heads where these were printed for distribution, and not merely recorded in the Minutes of the Council.
A formal requirement for local governments to report annually does not seem to pre-date the Local Government Act 1993 (s 428). However there may be provisions in other legislation (such as public health law) for other forms of reporting.
More research is needed on this. Annual Reports by the Town Clerk were produced from 1901, by many of the senior officers during the 1880s to 1930s, and again by the Council from the mid 1980s onwards.
