The practice of individual department reports continued until the early 1980s when it was decided that the Council as a corporation should produce an official annual report. These are contained in AS-0924, Annual Reports II.

The first reports were produced in 1881, to cover the year 1880.

It is not clear why the practice began at this time. The first volume which covers 1880-1910, also includes an 1854 Statements of Receipts and Disbursements, which is attached to the inside of the front cover.

Annual Reports were created by the following departments:
- City Architect and Building Surveyors Department II (AG-0016) in the period 01/01/1937 to 31/12/1940
- City Health Department (AG-0073) in the period 01/01/1931 to 31/12/1939
- City Cleansing Engineers Department (AG-0085) in the period 01/01/1928 to 31/12/1928
- City Surveyors Department (AG-0087) in the period 21/07/1882 to 20/1/1925
- Libraries Department (AG-0082) in the period 12/09/1960 to 08/03/1971
- Electricity Department (AG-0084) in the period 01/01/1924 to 31/12/1935
- City Engineers Department I (AG-0005) in the period 01/06/1936 to 31/12/1954
- City Engineering and Building Surveyors Department (AG-0061) in the period 31/8/1928 to 1/6/1936
- City Engineer and City Surveyors Department II (AG-0088) in the period 20/01/1925 to 29/08/1928
- Town Clerks Department (AG-0040) in the period 01/01/1902 to 12/09/1960
- City Treasury Department I (AG-0012) in the period 01/01/1880 to 31/12/1972
- Administration Department (AG-0003) in the period 08/03/1971 to 31/12/1975
- Sydney Municipal Library (AG-0081) in the period 1/1/1925 to 06/03/1929.

Some of the earlier annual reports were also published in the Proceedings of Council (AS-0029).
The series range covered 05/02/1881 to 30/09/1976.
