The Electoral Rolls were created by:
- Legal and Governance (AG-0106) in the period 01/01/1993 to 03/11/1998
- Treasury II (AG-0027) in the period 01/01/1989 to 31/12/1992
- Administration Department (AG-0003) in the period 29/06/1970 to 31/12/1988
- Town Clerks Department (AG-0040) in the period 01/01/1888 to 29/06/1970.

Council was given the power to compile citizens' lists under the Sydney Corporation Act 1842, although the earliest rolls in Archives are from 1888.

The early Electoral Rolls record the following details:
- name and address of elector, nature of qualification (owner, tenant, and later, lodger), and
- number of votes allowed.
The later Rolls include the elector's occupation.

Responsibility for preparation of the Rolls passed from Council to the NSW State Electoral Commissioner under Section 18A of the Local Government Legislation Amendment (Elections) Act 1998, which commenced on 12 February 1999.
