They were created by the City Architect's Department (AS-0077).

The detail sheets were housed in a large portfolio labelled 'City Architect' and they have been interleaved with acid-free paper.

The sheets were hand-coloured and each sheet was numbered separately 1A to 10A, with the exception of 8a, which is missing.

Each sheet was also signed by the contractors who did the work - Henry Smith, James Bennett, James Gilchrist and U W Carpenter. The name of the City Architect at the time, David McBeath, also appears at the bottom of each sheet.

The sheets are not dated but the Minutes of a meeting of the Town Hall Committee for 17 October 1878, show that the City Architect submitted plans and specifications for finishing the rooms, the Lobby, the Entry and the corridors of the ground floor of the Town Hall, at an estimated cost of £9,910 (pounds). The plans were referred back to the City Architect for reconsideration with a view to some modification of the designs that would reduce the estimate.

At the next meeting of the Committee on 31 October 1878 the City Architect stated that by reducing the cornices, carvings and paintings in the designs the estimate could be reduced to 7,910 pounds (CRS 9/3).

Tenders were then called by the City Architect 'to finish the nine Rooms, Corridors, etc as per designs shown on sheets from 1A to 10A, and other works…', in November 1878. Smith and Bennett submitted a tender to do the work for 9,850 pounds and the contact was signed on 20 December 1878. (CRS 65/1376).
