On 23 March 1972, Council resolved to prepare an Action Plan for the Woolloomooloo Precinct. A tri-partite meeting was held between the Lord Mayor Nicholas Shehadie, Sir John Fuller the NSW Minister for Planning and Environment, and Tom Uren, the Federal Minister for Urban and Regional Development.

The meeting discussed two alternatives. The first was to adopt the development applications and road patterns approved and foreshadowed in a study on Woolloomooloo previously adopted by Council in 1969 (the Woolloomooloo Redevelopment Study). The second was to comprehensively review the study and prepare an action plan that would cover all aspects of future development, including control of building heights. This second course of action was the one agreed upon.

This series consists of the working papers used by the Woolloomooloo Action Plan Team. It includes the corrected drafts of minutes of meetings of the Woolloomooloo Steering Committee, site plans, analysis drawings, photographic prints, and agreements regarding financial assistance to be provided by the Federal Government and financial estimates. The papers also cover the sale of Council lands in Woolloomooloo, progress reports, notes, submissions, comments and proposals, crime statistics, hospitals, car parks, open spaces, street systems, resident recommendations and press releases.
