The plans depict the Circular Quay area and schemes for its improvement as recommended by the Circular Quay Replanning and Co-ordinating Committee.

The committee was formed at the suggestion of the Observatory Hill Resumed Area Development Committee and appointed by the Government to consider and report on the best means of disposal and design of the Rocks/Circular Quay area. Representatives from the Railways Road Transport, Sydney Municipal Council, Maritime Services Board, Fire Commission, and Police Department sat on the Committee. The final report on treatment of the Quay area was submitted to Council in 1937 and can be found in CRS 34, Town Clerk's Department Correspondence Files, 1914-1978 (TC 3970/36). The Report was accompanied by several plans and they are contained in this series. There are copies of the plans on file, however, the plans in this series are in better condition.

The plans consist of sketches and elevations of the proposed Quay railway building, proposed treatment of wharves, streets and tramway tracks, proposed tunnels and a general layout of Circular Quay Place.
