Central Sydney Planning Inquiry - Submissions, Hearing Tapes and Reports, 1991-1992

Unique IDAS-0730DateBetween 15th July 1991 and 1st August 1992Date qualifiercircaFormatVarious - See Descriptive NoteDescriptionOn 15 July 1991 Council placed on public exhibition the Draft Local Environment Plan (LEP) and the draft Development Control Plan (DCP) for the City of Sydney. These plans had been prepared by Council's Planning Department pursuant to the provisions of the Environmental Planning and Assessment Act 1979. The purpose of these plans was to control development in Central Sydney, as well as areas in Millers Point, Woolloomooloo, East Sydney, Surry Hills, and the Wylde Street precinct in Potts Point.

Although Council prepared the plans, the responsibility for preparation of planning instruments for the City of Sydney lies with the Central Sydney Planning Committee (CSPC). This Committee was established by the City of Sydney Act 1988 and is a committee of Council consisting of nine members (four of whom are appointed by the Minister for Planning), two aldermen of the Council, the Director of the NSW Department of Planning, and the Mayor of South Sydney City Council. The Lord Mayor of Sydney is the Chairman of the Committee. It is also responsible for approval of developments over $50 million.

The draft LEP and DCP were exhibited until 15 January 1992. Council received 93 written submissions, which are contained in Box 2 of this series.

In late January 1992 the CSPC appointed an independent public inquiry to consider the draft documents, the written submissions, and to make recommendations. In accordance with the Inquiry's terms of reference the Panel was required to hold a public hearing in respect of the written submissions received. The hearing was announced on 16 March and people were invited to make further submissions. These further submissions are contained in Box 3 of this series.

The hearing was originally scheduled for the 21 April, but before it could be held the CSPC received copies of consultant's reports that had been commissioned, and decided that those who had made submissions should be allowed to see these reports before the hearing, and should be allowed to make further submissions. The third round of submissions are contained in Box 3.

The public hearing was eventually held from 1 to 16 June 1992. The proceedings were recorded on 55 audio cassettes and these cassettes are contained in Boxes 4 and 5.

In August 1992, the independent panel prepared draft reports of the Inquiry. These are contained in Box 3.
