Dr Doug Daines, an outside consultant, was commissioned to prepare a property rationalisation strategy, which he presented in May 1992. He worked on a contract basis for Council until July 1993.

Dr Daines reviewed Council's existing property portfolio, using the following categories: properties in the Central Business District (contained in Item 30 of this series - the "Yellow Book"); properties in the City West-Ultimo Pyrmont area (contained in Item 6 of this series - the "Red Book"); and sundry properties such as flower stalls, public conveniences, cleansing depots, leased roads, and open space (contained in Item 40 of this series - the "Grey Book").

Each property was considered as to its development potential and the strategy to be used to realise that potential from a commercial point of view. A list of properties for Council to consider buying or selling was then prepared. One of the major properties that was sold eventually was Central Square, 323-339 Castlereagh Street.

Most of the papers in this series are Dr Daines' inwards and outwards correspondence, filed chronologically, and folders relating to specific subjects, such as Central Square, 51 Druitt Street, the Maybanke Kindergarten, and Jones Street Pyrmont. Some of the folders contain papers accumulated by other Council officers that were passed on to Dr Daines when he took over the function. This includes papers on the Woolworths Building in George Street accumulated by the former Deputy Town Clerk, Graham Joss.
