Unique IDAG-0011DescriptionThis department managed Council's residential and commercial property, being responsible for sales, leases, insurance and general maintenance. In 1983, when the Department was created, this included bedsit accommodation for low-income earners, city fruit barrows and the Queen Victoria Building. However, Council depots, community centres and recreation centres were managed by the relevant departments (CA 1, Cleansing, CA 6, Health and Community Services, and CA 10, Parks and Recreations Department).
The sections of the Department included Leasing, Insurance, Cleaning of Properties, and Accounts. It employed cleaners and caretakers but tradesmen for repairs and maintenance were requisitioned from CA 5, City Engineer's Department.
On 22 November 1988, the three City Commissioners who had replaced the elected Council, transferred all of Council's residential rental property to the State Housing
Commission. This took effect from 1 February 1989 when 29 properties were transferred at no cost to the NSW Department of Housing.
On 1 January 1989, Council's departments were restructured as a result of the creation of the Council of the City of South Sydney under the City of Sydney Act 1988. Under the new structure Properties gained a number of responsibilities. From CA 3, Administration Department, it acquired the Architects' Section and management of Council's Parking Stations. From CA 5, City Engineer's Department I, it acquired the management of Council's vehicle fleet. From CA 9, Civic Affairs, it acquired responsibility for letting and maintenance of the Town Hall.
In 1989 properties consisted of five branches:
Property Services (leasing and general management)
Risk Management (insurance)
Investment Properties (acquisition and development)
Administration (accounts and secretarial support)
Trades and Plant (architectural services, plant and vehicle management, and property maintenance)
On 26 July 1991 Council adopted a new management structure consisting of four divisions - Finance and Administration, Corporate and Community Services, Planning, and Works. Each of these divisions was headed by a General Manager. At the same time the use of the word "department" was discontinued.
As a result of this the name of the Department was shortened to "Properties" and it was placed in the Corporate and Community Services Division.
In December 1992 Council adopted a consultant's report recommending a further general reorganisation. As part of this reorganisation the name of Properties was changed to CA 110, Business Undertakings, and it was placed under the control of CA 111, Corporate and Business Services Division.
