The photographs were taken by the surveyors to document road construction and reconstruction works, the condition of footpaths, flood damage, the site of accidents to members of the public, construction of Council buildings such as the Bay Street Depot, and damage to Council buildings such as the Capitol Theatre, excavation sites, and Council vehicles.
