On 8 October 1878, the Colonial Secretary appointed Trustees for Hyde, Phillip and Cook Parks. They were responsible for the Parks until they were vested in the Sydney Municipal Council under the Sydney Corporation (Amendment) Act, assented to on 21 December 1904.

The letters were written to the Inspector General of Police, the Town Clerk, the Under-Secretary for Lands, the City Surveyor, the City Building Surveyor, and private citizens. The subjects include park constables, tenders for rights to graze cows in Cook and Phillip Parks, donation of plants, and the grazing of sheep in Hyde Park (this was allowed because it was "picturesque").
