Most of the files relate to his work on the Festival of Sydney, including invitations to various events, reports to the NSW Premier, and material concerning the Bicentennial celebrations in 1988, however, some of the files relate to his business interests and associations, such as the International Music Council.

Stephen Hall commenced work as Executive Director of the Sydney Committee on 3 November 1975, although he had been approached earlier by members of the Sydney Committee to submit a report on a new festival for Sydney to replace the Waratah Festivals.

There is a great deal of other correspondence by Stephen Hall in AS-0963, Sydney Festival Correspondence Files. Hall was replaced as General Manager of the Festival in 1995.
