Interim Building Classification Cards, 1975-1993

Unique IDAS-1034DateBetween 1st January 1975 and 4th November 1993Date qualifiercircaFormatCardDescriptionOn 20 June 1973, the Government gazetted Ordinance 70, Building, under the Sydney Corporation Act 1932. The Ordinance took effect on 1 July 1974 and contained requirements imposed on buildings in the interests of safety, health and amenity of the community that uses them.

In a report to the Town Clerk on 6 May 1974, Council's Deputy Building Surveyor, noted that there had been "problems facing Councils in administering the new Ordinance because of its innovative nature". The new Ordinance divided buildings into 10 classifications according to their uses, whereas the by-laws it repealed (32, 51, 52, 53, 54, 55, 56, 57, 58), had only three basic categories. (CRS 34 TC 3141/1973 and 674/1975).

These 10 classes then had sub-classes according to their intended use and the various provisions concerning construction, means of egress, health and amenity etc.

The cards in this series were raised as new development applications (DA) were received after 1 July 1974. They record the address of the property, DA file number, fire zone, construction details (number of storeys, what the walls, floors, and roof were constructed of), presence of fire fighting equipment (sprinklers, hydrants, hose reels, alarms, O. Shafts), egress facilities (number, construction material, signposted etc). In a separate section headed "Proposed Classification", the cards record the floor level affected by the application, a description of the proposed use, and the classification.

The same card was used for all development applications received for a property. The back of the card was for recording previous approvals, although this is not often filled in.

On 1 January 1993, Ordinance 70 was replaced by the building Code of Australia (BCA) and its accompanying set of administrative provisions. (NSW Health Department Circular 92/60, 6 August 1992).

The cards for streets beginning with the letters "A" to "M" appear to be complete. Most of "N", "O" , "P", and from "Q' to "Z" are missing.

CRS 1131, Building Survey Cards II, appears to contain similar information for buildings already in existence when the new ordinance was gazetted.
