Sydney Town Hall Upgrade Records

This work included the following: installation of a new passenger lift as the existing birdcage lift is not large enough to accomodate wheelchairs; new male and female toilets to the lower ground, ground and first floors; a new foyer at the Druitt Street entrance; and partial lowering of the Druitt Street forecourt to allow disabled and pedestrian access to the Lower Town Hall foyer and lifts.
The background to this Project dates from 2000, when an ideas competition was held for the Town Hall Precinct to look at the Town Hall, public spaces, Sydney Square, and the site occupied by Woolworths in George Street that is owned by Council. In 2003, the City Development Unit was asked to review all uses and functions in the Town Hall, and this review became the Town Hall Enhancement Strategy. The Strategy divided the work into nine stages:
Stage 1: Upgrade of the Council Chamber, which commenced in 2002.
Stage 2: Phase A - Improving access and amenities.
Stage 3: Lower Ground Floor and and Ground Floor Upgrade. This was completed to a schematic design but then stopped by the Executive.
Stage 4: First and second floor and attic upgrade. This was completed to a schematic design but then stopped by the Executive.
Stage 5: Phase C - Town Hall House North
Stage 6: New Councillors' accommodation building.
Stage 7: Phase B - Town Hall House South
Stage 8: Phase D - Lower Town Hall Performance Space
Stage 9: Phase E - Sydney Square.
As at 2006 no work had commenced on Stages 5 through 9.
The original scheme for Phase A included the installation of two new glazed passenger lifts in the Southern and Northern Stairwells of the Town Hall. Work began on the Southern Stairwell, including the temporary removal of the stained glass windows and the erection of scaffolding. However in 2004 the Lord Mayor requested that the "appropriateness of the South lift be reviewed, having regard to its impact on the heritage fabric of the Town Hall". [CRS 1113/064] and it did not proceed. The northern lift was installed in one of the rooms off the ground floor corridor, east of the stairwell.
Development consent for the Phase A work was granted on 1 May 2003. In June 2003, Council entered into a written contract with Olympia Interiors Pty Ltd to undertake the work. On 25 June 2004, Council terminated the contract with Olympia claiming that Olympia "failed to complete the upgrade works by the adjusted date for practical completion, suspended the progress and completion of the upgrade works and failed to proceed with the upgrade works with due expedition and without delay." [CRS 1113/062].
In September 2004 Council invited tenders for the completion of the upgrade works, and on 5 October that year Interco and a number of other companies submitted tenders. Council resolved not to accept any of the tenders but instead issued a letter of intent to Interco on 4 February 2005 advising that subject to various terms and conditions being agreed to, it would be awarded the contract to complete the works.
In late 2003 the need to upgrade the power supply to the Town Hall was identified as part of an Engineering Services Master Plan and in September 2004 the Lord Mayor approved a budget of $300,000 for the power upgrade. The records of this project are also included in this series. This work included the provision of a new LV power supply from the Town Hall House main switch board to the Town Hall including the provision of sub-mains cabling, earthing, modifications to existing HVAC and fire systems and the installation of a new electrical switchboard.
Most of the documents in this series are related to the successful and unsucessful tenders for the various works, specifications, copies of the contracts, correspondence with the contractors, and internal working papers.
