The proposed location near Queens Square end of Hyde Park required regrouping the existing statues of Queen Victoria and Prince Albert and placing them in front of a semi-circle architectural feature as well as improvements to paving and the road. There was discussion of an alterative location in Bridge Street.

The file records that Allen Taylor, Lord Mayor of Sydney expressed interest in a memorial statue of King Edward in 1911. A Council Minute of 11 November 1912 endorsed the project with any proposals and plans to be assessed by a consultative committee consisting of representatives from: The Trustees of the Art Gallery, the Artists' Society, the Royal Society of Artists, the Institute of Architects, the Government Architect's Department and the City Architect's Department. The design for the memorial was submitted by The King Edward Memorial Executive Committee to The Premier who approved it.

World War I delayed the project, with Sir Thomas Brock resuming work on making the sculpture in 1919, under a new contract. As the work was undertaken in London a small model of the statue was sent to Sydney.
